How do you get resources on island tiles?

I'm playing a game where there are resources (Spices, Marble) on isolated 1-tile islands that are not in my borders. How do I get access to them?

If they are in the 3-hex radius of one of your cities, you can buy the land (and unlike Civ4, you'll get the resource by building an appropriate improvement there, no road is needed, so it works with islands without cities on them too). If they are too far away, the only way of getting them is founding a city there.

Like PawelS said, if you found a city on a resource, you get access to he resource if you have the technology to build that improvement.

Man, that sounds like an awful lot of trouble to get one resource. =/ Never mind about the luxuries, then I guess...
