How do you get rid of all the waste?

I found out its real hard to get rid of waste.I first tryed making more workers ,but that didn't work ......Now I do not know how to get rid of all the waste???

The forbidden palace is like a second capital, it will reduce waste in the cities around it like your capital dose. Build roads to the cities, that helps. Also the form of government you choose has an effect. There's actually a patch on the civ3 official website that is supposed to reduce waste and corruption. It seemed like it worked, though it did not get rid of the problem entirely.
