How do you release your colonies

In my current game I am playing Greece and have conquered the neighbouring Babylonian continent.

Babylon is now a vassal state on a single space island. The former Babylonian provinces are dragging my economy down and I want to set them free as avassal colony. In the civilopedia it states that this is possible however I don't see any button to do it.

Help anyone?

making them a colony just makes them a vassal but it should be on your F1 screen

go to the red fist on your F1 screen, you should get several options, one being to grant a list of cities their independence.
