How do you start the Utopian Project?

I did a search on civilopedia and it only returned a description. I've completed all five sub-policies within a given policy but I don't see how you activate the utopian project. What else needs to happen in order for it to come up? I'm assuming it would show up in Production but it could be somewhere else that I'm overlooking.

You need to complete all five sub-policies in five policies total.

You need to complete 5 of the main policies not just 5 of the sub policies....

Then it should appear in the Wonders selection.

FYI: You cannot rush the project with a great engineer.

I found that out too, tried to rush with a GE...ended up switching between gold production to hammer production when all of my units were deleted because of lack of funds...ended up finishing the Utopian Project with 3 turns left with a little help from a coulple golden ages...
