How does advanced Start work?

Hi, I don't know if I'm just retarted or something but I cannot for the life of me figure out how to use the Advanced start tool.

I've been trying to find a tutorial or description or something but everything is just vartiation of: "The player can customize, blah blah.." But when I'm in the game I'm clicking around trying to find a way to drop a city or some units and I can't figure it out.

Can any one give me a brief description on how this is supposed to work?

Simple as clicking on the "City" button and then clicking on the map where you want it (has to have the grey background). If this doesn't work, try patching your game.

Weird, no this really doesn't work for me. I click on the city icon, but when I click on the map the map just centers on where I clicked.

I have the German version of the game and I've read somewhere that the Advanced start doesn't work in the German version.

Does anyone know if this is true? Could anyone post a screen shot of what it is supposed to look like in advanced after you click on the city but before you've clicked on the map?

fake edit: I do have the fully patched version according to the in game check updates function. Are there additional patches I need to dl manually or anything?
