[BTS] How does AI capitulation work in team games?

I'm currently playing a team game with a friend (us vs 2 AI vs 2 AI vs 2 AI). We're in a war with Shaka/Suryavarman, and while we have captured both of their capitals and nearly half of their cities, they won't capitulate. I know that there is a specific formula for when an AI will capitulate (although I don't remember it off the top of my head). How do AIs in teams decide when to capitulate?
 
Never played team games except many years ago I got a permanent alliance with another AI and was still vassaling people normally IIRC. I would imagine the mechanics of vassaling aren't very different. Whether an AI is willing to capitulate depends on a) their power relative to the rest of the world and b) their personality (some AI's are more willing to cap, some less). My suspicion is their power is still above the world average.
 
OK, so they capitulated after we captured three more cities. Right before they capitulated, I started blockading Shaka's island cities with submarines (we had already captured all but one of his mainland cities). If they hadn't made peace in some way, I would have reduced 80% of Shaka's cities to 2 or 3 population. Does blockading and/or pillaging ever affect capitulation, or is it just based on relative military strength?

Well power is dependent on population so maybe if you starve their cities it should make them more likely to capitulate. To what degree I'm not sure.
 
Blockading may contribute to War Weariness which does factor into an AIs willingness to cap. Otherwise indirectly from lowering pop/power, same with pillaging in that regard.
