How does AI decide in research?

It have happened in my current Emperor game.
We have been in the Middle Ages, leaving research the cultural and scientific power, England, than stealing it... The English have stopped researching at Invention then they started the upper part without researching Gunpowder. When I get Navigation I found the other continent, they had everything to Military Tradition, but they've stopped working on the upper tree.
Why? I cant understand how is it working, each continent had they own wars and peace times...
