How Does InBorderHealth Work?

Looking in CivBEFeatures, there's a line called "InBorderHealth," which I assumed allows one to alter health by X if a certain feature is within the borders of a civ, but it doesn't seem to change anything in-game (at least in my quick tests).

Does it actually work? If so, what is its effect?

Is that health (heal) bonus while in border. I want to say yes

That's used by some Natural Wonders in Civ 5, such as the Fountain of Youth (Yes, those are Features, not Tile Types or Improvements), and in Civ 5 it does what it sounds like - give global Happiness while it is in your borders, without the tile needing to be worked.

I think when I tried to use it in Beyond Earth it didn't work though, but I'm not entirely sure about that.
