I've been going mad trying to find out for I have for some time now wanted to make a story out of one of my games. The Print Screen key doesn't work and I can't seem to find anything in any of the manuals for a specific command it may want.

All I want to do is make a story with some pretty lil' pics... is that really too much for one to ask?

Hit Print Screen, then return to your desktop with Alt+Tab. Open up Paint, or some other program that saves pictures, paste, save, and your done.

ScreenPrint32 is a fav of mine as well. Overrides the PrtScrn button, saves it as a file or prints it out. Link in my sig.

If Civ3 is the only program running, Alt-Tab won't work. You'll either need to start MSPaint first, or hit the Windows key to get to the start menu.

It doesn't do anything visible, but it copies the screen to the clipboard. Do as SuperBeaver said.
Anyway, this is a basic FAQ:

But the Windows key works. :)

What about Mac users, anyway?
