How does the Film Studio work?

It says it gives 100% tourism pressure in the Modern Era. Does that mean it only gives this pressure when you are in the Modern Era as America, then it's goes when you enter the Atomic Era?

Or does it mean it affects other civilizations while they are in the Modern Era, but when they enter the Atomic Era they are no longer under tourism pressure from it?

It affects civs that are in the Modern Era or later.

My tourism doubled from 205 to 410 after I researched Computers, but it didn't go up when I build a Film Studio in Washington.

It's not reflected in your total number.

Look at the CV tab. The middle column shows tourists from other civs that have visited you. The tooltip for hovering over those numbers shows pressure against each civ. The Film Studio's effect manipulates that number, but on a city-by-city basis.
