How is Modular modding accomplished?

I've heard tell on the forums of a format for modding called Modular, but I've been unable to figure out exactly how it works. What is the file structure that needs to exist for your created files to be considered Modular? Am I correct in assuming that only the files you have changed need be included in that file structure? Are only certain Mods Modular? How do you know if a Mod you come accross is set up to accept further Modular design?

Specifically, I'm trying to do some simple XML modding on the Final Frontiers Mod that came with BTS. Can I apply Modular modding principals to my endeavor? If so, how?

Also, a simple little question: What file and what line do I have to fix to stop the phrase "TXT_KEY_BUILDING_STARSHIP_PRODUCTION_FACILITY" from popping up when I mouse-over in the game? I just want it to look like normal, readable english like evertthing else.
