How is the number of free units calculated?

The first few military units you have don't cost you anything, but after you have a certain number, they cost you 1gpt. You can increase that threshhold by running Vassalage. However, it also seems to change throughout the game.

I typically build only small armies, so I don't pay much per turn for them - in fact, once the units start to cost me gpt, that's when I usually stop building units. Funnily enough, I'm usually near the bottom of the power graph. ;) But anyway, I've noticed that the number of "free" units I get seems to rise throughout the game.

However, in my most recent game, the number of free units seems to be fluctuating. Sometimes my army is costing me a few gpt, then a bit later it's costing me nothing, then a few gpt again, etc. The thing is, I'm going for a cultural victory and haven't actually built a new military unit for ages! I've had the same number for a couple of dozen turns, yet the cost is fluctuating.

I'm using slavery every now and then, often whipping large numbers of people in every city then switching back to another civic while they regrow (Spiritual leaders FTW!). As such, I'm starting to suspect the number of free units you get is linked to population, rather than to game year, which was what I previously thought. Does anyone know any more about this?
 
I know it is linked to population is about the only assurance I can offer. As vassalage also increases due to your population.
 
Personally I think that the UPT cost is overblown.
