How Long Can you Delay the UN voting?

Last night, late last night, I was leading in score, culture, science, etc. when I built the UN. I foolishly called for a vote and lost.

I built the UN partly to generate more culture for my capital (15000+) and partly to ensure that I would be a candidate (perhaps a needless worry given the game situation).

Later, I wondered what would have happened if I built the UN and then delayed the vote.

My question is: Can you delay a vote forever (or at least until 2050)?

If so, maybe "unpopular" countries could build the UN as a defensive measure.

AFAIK you can keep saying "no" indefinitely.
