How Many Mods Can one run before it crashing?

I like mods, but I have effectively crashed my last 8 games since starting to use them. All of my cards are updated and whatnot, but my question is am I running too many mods? I am currently running 42 mods, all civilizations, none replacer-civs. I only play 19 civs a match so less than 19 are used per match but is still crashes between 150-200 turns in. The last 2 were when I met a City-State, but not my first city-state.
 
I've been having similar problems when using custom civs. I've got 15 or so that I use in my games and I get random crashes, usually either when moving units or between turns. I'm wondering whether putting all of the civs into a single mod might solve these sorts of issues?
