It really depends...I think to some people, choice of civ is "part of the game". I.e. choosing which civ is the first strategic decision you make. To others, it's part of the game parameters.
I usually play different scenarios, and try to play a civ that's suitable for my scenario, but keeping the scenarios varied so I don't play the same civ all the time. E.g. I would play the Vikings on an archipelago, but not on pangaea.
I like redeeming civilizations, traits, and units that others consider poor, although some I genuinely think are poor and are beyond redemption. (e.g. F15, Man-o-war).
