and play as a new one during a single game?

I think the answer is only one time, not sure though.

I think under special circumstances you can switch after already switching. I was playing as rome once a few weeks ago, switched to byzantium when it spawned, and then when ottomans spawned they took byzantium. The following turn I was given the option to switch to them.

Using alt+z you can switch the times you want.

Before one can even use alt z, how do you enable cheat mod, in which ini file?

If you switch via alt+z, your historical goals are automatically failed, IIRC.

The cheat codes are enabled in the "CivilizationIV", by entering CheatCode = chipotle.

AFAIK you can switch once. Rebirths are an exception, so you can switch to a reborn civ even if you switced to your current civ.
