How many turns does it take for another Civ to start "listening"?

When I'm involved in a war, is there a set number of turns that it will take for the AI to listen to diplomacy? They usually refuse to talk for quite a while. I think it was 5 turns in Civ III, but it feels like at least 10 in Civ IV. Perhaps it's variable. Anyonw know?
 
I believe it's ten, but it doesn't hurt you to check it every new turn, now does it.
 
I've noticed that sometimes when I declare on two civs at once that one of them will take longer than the other before they will even talk to me. The one common denominator in these cases is that I've razed cities of the one who takes longer, but only captured (i.e. not razed) cities of the other. So, ten turns minimum but it can be longer.

I think if you share the same religion, there are bonuses in them wanting to make peace easier.
 
With all this evidence, it most likely has to do with your overall relationship.

Razing cities is a big minus for friendship, while religion (can be) a big plus.
