how to add an extra food on city tile of cities found on rivers?

Is it possible to add an extra food on the city tile of cities founded on rivers, by changing only the XML files?

No, you would need to change either DLL or a python trigger. Also rivers are ridiculously strong as they are, why buff further?

...but if you don't want to or cannot work with either the dll nor python, as a work around you can create a very cheap "dummy building" (like 1 ) that requires rivers, give it the +1 and increase its AI weight to make sure it is built ASAP.
