If you want to get the island before the end of the industrial age (as the non-Vikings) (ie you want to win a conquest victory before then), you can try to get the city in peace.
You could also try to propoganda the island, but since its likely to be far away from your area its not likely to work. Marines are your best bet, however if this is later in the game you'll need a marine army to have a real chance at it.
I just started playing, so maybe I'm wrong, but you can attack the civ that has that settlement, capture a city or two, then when you ask for peace, ask for that island city as well. If it's not a major city, they'll usually hand it over.

Why wouldn it on lower ones? You can capture more cities, and just before capturing the capital (or just after, but watch that the island city doesn't become capital), they'll be happy to give it to you.
