How to change tax rates

Could someone tell me how to adjust the tax rates, can't find where to do it and nothign seems to be in Civlopedia about it.

Brace yourself... Answer: you can't! Slider no longer exists in ciV.

There is no longer a national budget/taxes. I don't miss it myself...I mean, who ever used those stupid old sliders anyways.....
