How to change the colors of Civ-symbols?

I'm talking about these symbols:

I've worked with Civ5-ColorAtlases a bit, but... this seems to work somewhat different. The icon-components themselves seem to be somewhere in the fpk-packs if I... understand it correctly? At least that's where I found the gray-ish shadow-y version of them. So... it's probably rather easy, but I'm just too stupid to figure it out once again - how do I change the colors?

Even after you extract them from the fpk's, some of the dds files (those with an accompanying *-index.dds file) need to be unpacked by this tool. They will be converted to .png, which you can then edit and convert to a standard (non-indexed) .dds file and then use them in your mods.
