Well how do I deal with it!?

I'm loosing everything to it, the persians are mighty, and rule most of the civilised world, yet thier finances have a mind of thier own.

I am a republic, should I change to monarchy or wait for communism/democrasy?

Corruption is a major element of Civ3; there is no cure and a million posts on it. Basically the bigger your empire gets and the more cities it has the bigger a problem corruption becomes. This means you cannot just go on a self-perpetuating roll where you conquer some cities and build strength and conquer more cities etc etc like in prior Civs.

In fact in Civ3 if you want to conquer the world, especially on a large map or at a higher difficulty level you better prepare yourself for a marathon.

The one strategy I have not seen given a lot of coverage that I like is to switch to communism to build your forbidden palace (if you build it on the far side of a linear empire). This will give you maybe 2-3 shields/turn instead of 1, making it a 'doable in this lifetime' project. Then once it is built you can switch back to Democracy.

Don't expect much from courthouses; most cities producing only 1-2 shields will benefit at the most one additional shield. Courhouses are helpful if the city is producing say 10 shields and 5 are corrupt. Or at least it seems that way.

Good luck and have fun.
