I don`t know.
I am Casimir III: legislator, financier and excessive (-10%)
Emperor level.
Giant map.
Civics: monarchy, plutocracy, caste system, craft guilds and pacifism.
8 cities.
Middle Ages
Inflation 140%
I have to be a pacifist because I can't afford an army even though I have 6 cities with villages.
The neighbors are going to crush me.

What can I do?

It's a passive game mechanic intended to scale costs to balance with expansion throughout the game timeline. It applies to everyone equally and universally, so there is no way to control or manipulate it nor any reason to worry about it, though it can be useful as a reference if you want to do hyper-granular calculations about the utility of something.

What's your research level at? By medieval ages and with 8 cities, you should have a decent economy. Are your cities working those villages? Do you have any cities with the "focus on research" or "focus on wealth" options on?

And for what it's worth, Financial is a pretty bad trait. It helps a bit in the very early game but gets worse as the game goes on.

The trick is to have some regular military unit's supporting hordes of irregular units. That keeps the cost down, though building up archer reserves for defence is a royal pain in the rear.

Once you get to later ages you can start having enough income to field bigger armies, but the cost of upgrading is of course, bloody expensive.

Oh, also the Huge Earth Map means you really, really shouldn't have inflation enabled, so run it instead as a custom scenario

I'm going to look at modding it myself, because the maintenance costs are also obscene. Which is badly hurting the AI.
