How to do civ-specific things?

Hi,
Thanks to this site i've learned how to add units, how to add buildings and how to add techs, but there are some things I've seen people do but I don't know how.

HOW TO ADD A BUILDING/WONDER AND MAKE IT ONLY AVAILABLE FOR SOME/ONE CIVILIZATION?

(With units it's easy, but...how do you do it with buildings?)

COULD YOU ADD TECHS ONLY AVAILABLE FOR SOME CIVILIZATIONS?
GOVERNMENTS?


COULD YOU MAKE A UNIT ONLY AVAILABLE FOR ONE GOVERNMENT?
(Is there a way to do it not by creating a building that produces it?)

To make a civ specific tech, first you need to give a certain civ a starting, non era tech (such as having Greece start out with the tech "Greece", which would be untradeable and have no era). Then, you make a tech on the tech tree require that starting tech (Such as having a tech called "Phalanx" require "Greece" to be researched). Even though the starter tech would be a non-era tech, it can still be a prerequisite for any era techs.
To make governments/buildings only available to a civilization, just follow the above process to give them unique techs, and then have those techs be prerequisites for the govs/buildings.

As for government specific units, sorry, but I don't know any way that could be done apart from buildings.

Hmmmm... gov-specific units... well, you could have them need the government tech, and become obsolete as soon as you discover the next gov; you could have them be produced by buildings, like you said, or maybe combine both things.
