[BNW] How to double tile improvement cost

How would I do this. After looking through the trait tables in xml there wasn't any built in the traits. So I'm guessing you would have to do some lua shenanigans. Any help would me much appreciated.
 
What do you mean by double?
 
You lost me there. 2 Movements per Turn or something? Give me an example of what you're trying to apply.
 
Oh you want to double the maintenance fee! Look in Civ5Routes.xml
 
you can't so far as I know.

you could use rather complex lua methods to count the tiles the player has that are roads or railroads and deduct extra gold from the player's treasury every turn based on that count, but there are a string of issues with deficit gold-per-turn that would not thereby show to the user of the game, etc.
