How to download modbuddy when you didn't buy Civ VI on Steam?

What I am trying to do is to get the mod tools off Steam without having to pay for a second copy of Civ VI. No matter what I do, there doesn't seem to be any way to get the Civ VI tools to appear in my Steam/Library/Tools menu, and I can't find any links to the SDK. Does anyone have a way to get the tools off Steam without having to buy Civ VI?

Edit: Just to be absolutely clear, I have a copy of Civ VI, but it was not acquired through Steam.

If Civ VI is not in your Steam library then I don't believe you can download the SDK. So if you're running the Mac/IOS, Linux, or Switch version of the game you're out of luck.

And the SDK won't run on anything except windows anyway
