Go to your Network Connections window (Start>Control Panel>Network Connections)
Then right-click on the conection to the internet you use. This will be different from machine to machine. If you use a router or some other thing, it probably is "Local Area Network"
Go to the third tab labeled "Advanced"
Make sure "Protect my computer and network....." is checked
I used this for a while, but it slowed down my computer too much so I got rid of it. Now I have a firewall in the router, so the XP firewall only disturbs the LAN. Because of warranty we aren't actually allowed to turn it off though...
Well, the built-in Firewall only protects you from external computers trying to get into your computer. It will not protect you from spyware/viruses trying to get out.
There is nothing wrong with the built-in firewall, but I still suggest getting another one on top of it. That way you have all your sides covered.
