How to get cheaper wonder bonus?

Playing as the Greeks. It says Greeks get 30 percent fast construction of the Oracle. I unlocked the Oracle in the tech tree but it didn't seem any cheaper than any of the other wonders I unlocked.

I see the Oracle is also is in the Greek Civics tree. Do I need to unlock the corresponding Greek civic to get the construction bonus?

Also, on the subject of wonders, if I have a resource like elephants (something like 10 percent wonder construction speed on deserts), this bonus is not applied to the build times on the construction menu, is it? So if it says 15 turns for a wonder, that is not factoring in the elephants. Placing the wonder on a desert tile should then result in fewer turns, right?

The increased build speed is only applied once you actually place the wonder, both for the civ bonus and the resource bonus. So once you place it, it might immediately go down a bunch of turns.

Can confirm, saw this happening in my games quite a few times. This may even extend to other wonder construction bonuses, but it’s unclear which ones in particular.

Excellent, thanks. Would be helpful to know the number of turns before plopping it down, but this is a good rule of thumb at least.
