How to Install 3.16?

Okay... so I have tried to install 3.16 multiple ways and I don't know how to get it to work... I am downloading it from here: https://github.com/Thalassicus/cep-bnw/releases/tag/v3.16

I have no idea what to do... could someone give me some detailed instructions?

Users have been posting problems lately with the GitHub download. It may just be possible something has happened to them by GitHub fiddling, though unlikely.

Could you please give me a detailed description of how you have tried to install them and onto what system setup.

EDIT:

Major error on the GitHub page. The last release was, for unknown reasons, reverted and the 'actual' latest was unavailable.
This should be now fixed.

Well due to the download being fixed on github I have managed to install 3.16 fine. But I am not sure about installing 3.16.1 - do I just copy the files over and replace? I am not sure cos there are some files in the 3.16.1 download that I don't know where they are supposed to go.

Just wait a few days. I've been able to return home much earlier than expected and should be able to release 3.17 on Monday.
