According to the rules of the game, a rule amendment requires an affirmative vote of 2/3 of all the teams still playing the game. Therefore, abstentions have the same impact as "no" votes. In the most recent rule amendment poll I posted, I decided to count votes for "abstain" as votes for us to officially abstain from voting. Should I continue to count abstentions as such, or should I count them as personal abstentions from voting?
