After I made a new city across a small ocean on another continent and another on an island, then transferred a Trader to those new cities, I found I could not make a trade route to my original starting city, even though it was less than 15 hexes away! Grr.
After scouring the horrid Civilopedia (grr again) and checking online, I found no solutions.
But I stumbled on this: as soon as one of those distant cities starts to make a harbor, then voila! The Trader can now make routes back to my original starting city.
And the thing is... you don't have to finish the harbor! Just starting the harbor opens up the trade routes.
