How to make an improvement become available w/ a different technology

The main reason I want to do this is that I am making a scenario/mod that only allows the civs to go up to the medievel era...however, I have run into a problem. Since forests and rainforests are very common in this scenario, I want the civs to be able to build lumbermills, however, that requires replaceable parts. Buttom line, is their a way that I could use XML to assign lumbermills to an earlier tech? Like machinery?

Sorry, I probably should not have posted this question, but, anyway, I found that it would not effect the game to much if I just assigned replaceable parts as a medievel tech. So, just ignore this post.
 
If im not mistaken you can change that in XML/Terrain/Improvementinfos
 
There is a prereq tech tag on both the Improvement Infos XML and the Build Infos XML file. You need to make sure they match or at least don't contradict each other.
