How to Make Other Victory Paths on Par with Military

The military path can theoretically be done 100% peacefully however it is deinsentivized because its easier to conquer a few settlements then build double that on your on. However the other victory paths can be done just as if not easier through conquering Codices, Resource Tiles and Wonders. So the solution is to just double the ammount of points needed for each victory. 20 Codices, 14 Wonders and 40 Resources. Then all you have to do is make it so Codices unlocked through your Research, Wonders built by you and resources earned through Trade Routes count for double.

This way if you're behind you can conquer a couple of these for sure but ultimately you need to actually engauge with the mechanics because so far every Militarist Civ is a jack of all trades in Antiquity.

I think it's been noted that conquered Wonders aren't counted for the Antiquity Culture path.

I’ve been assuming having a ‘point’ system would make balancing victories easier with adjustments like this.

That should probably apply to Codices too (even if captured ones do count for Victory, they should not)
