How to make Veteran Dragoon from - Captured Veteran Soldier Colonist?

I cant make Veteran Dragoon from Captured Veteran Soldier Colonist former Pirate Unit?

I used Scout to fight Pirate and Capture it
I try to have 150 Horses to make Veteran Dragoon playing as Spain

I don't know how it works in Civ4Col but in the original Colonization a soldier lost his veteran status when captured.

It is possible to capture a veteran soldier in Col2, but not while he is fighting as a soldier or dragoon (he just dies). However I have taken an enemy colony and found a veteran soldier working as a farmer, and I was able to make him into a veteran dragoon. I have also captured a veteran soldier when he was working as a pioneer (stupid AI). In that case he was actually attached to a general but although I was able to capture him the general died.

By the way it is also possible to capture an enemy general if you get to them before they have been attached to another unit.
