How to play as infernal?

Can someone please help me as to how i can play as the infernal leader? i also noticed there are a lot of other leaders you cant play as... do i need to unlock them?

I'm new to this mod, so I'll just say whatever I know. The Infernals come into the game with the technology Infernal Pact(Requires Corruption of Spirit and Ashen Veil as state religion) , and you can switch to their civ when they spawn AFAIK.
The mercurians come into the game with the wonder mercurian gate. They will take the city it is built in.

Who are the "other leaders" you can't play as? Because the Mecurians and the Infernal are the only civilizations you can't start a game as.

And to add what Akbarthegreat said, I want to clarify that it does have to be you who researches Infernal Pact, before anyone else, if you want to switch to them.

He probably means minor leaders from scenarios. They are supposed to be for scenarios only.
