After a whole lot of digging without finding an answer, I set out to find out on a quest to find out how I could remove sounds from civ 6, the reason is whenever I have a lot cities which have something that will finish building next turn, there is a bug where it keeps making the same noise and it was driving me crazy.
So here's what to do if you want to remove/change sounds in civ 6 (I will obviously not be hold responsable if something goes wrong, if something do go wrong, just run "verify integrity of game files" in steam and remember to backup files before you modify them)
Some of the files are simply located in you're civ dir as WEM files, others are packed in BNK files (WEM files are audio files while BNK is a "bank file" used to store typically game sounds). You will have to locate the sound yourself but I will show you how to convert them so you can listen to them and remove/replace them.
**For BNK files**
1. The programs you need are wwiseutil-gui.exe and wwise_ima_adpcm.rar (I found the converter tool here but I am not sure who made it so I am not able to credit that person)
2. You will also need a small bat program I made which simply runs the converter on all the WEM files since the -d_all command doesn't work.
3. Now you will need to locate the file, the sound I wanted to remove was the production sound I searched around in the civ dir and discovered a txt file in "\Sid Meier's Civilization VI\Base\Platforms\Windows\audio" named "Notifications.txt" in it I found "Notification_New_Production" which looked like it was located in "\Notifications\Notification_New_Production" so I figured out the file I was looking for was "\Sid Meier's Civilization VI\Base\Platforms\Windows\audio\Notifications.bnk"
4. When you got your BNK file, copy it into a new folder and place the files you downloaded in that folder.
5. Run "wwiseutil-gui.exe" and open the BNK file, press "Export Wems", select the same new folder.
6. Run converter.bat, this will convert the WEM files to ogg files so you can listen to the audio.
7. Find the correct sound by listening to all the sounds, for me it was file 6, 9, 56 and 57.
8. Now you need to replace the sound(s), I have found a WEM file which is 1 sec of silence you can use but you can use whatever WEM file you want AFIK.
9. Open up wwiseutil-gui.exe again and open the BNK file, now click the number(s) and click replace, repeat if you got multiple sounds.
10. Save the BNK and replace it in your civ dir.
