I've downloaded FLICster and it shows me the animations, but I can't stop it to see individual sprites. Is there a program that allows this? I also tried exporting the sprites, but I can't open them, and I have no idea what program I could use. Help, please!

To view the exported storyboards (what you call "sprites") I use FastStone Maxviewer. If you want to edit them, then you'll need a graphics program like Gimp or Paintshop. There should be tutorials in here explaining how to edit pcx-files - take a peek in the "Civ3 - Tutorials, Reference, & Guides"-section.

The single animations and its individual images can also be seen by the Jasc Animation shop, coming with PSP7. This is a very comfortable way to see Civ 3 animations and their single images, but this program alone doesn´t allow to produce the pcx format that is needed for changed unit and leaderhead animations in Civ 3.
