How to stop the computer from deciding wich city squares to work

It seems like the computer decides wich city tiles are most effective to work on according to what the city currently produces. My question is: is there a way to turn this off, because it annoys me when a city is trying to build for instance barracks and the computer picks all hammer squares to work on, resulting in a stagnating city (in growth). Mostly I notice the change and rearange the work-squares, but sometimes I forget it, resulting in stagnating cities :mad:
 
In the city screen there are 6 little buttoms to tell the city how to behave. The one in the right middle tells the city "do as you please". If you click on it or if you move one tile yourself, then it unchecks, but then you have to take care of the city yourself.

I like to micromanage, so I always check the "enphasis on food" and uncheck the rest, so that new citizens wrk farms and never are assigned as specialists.
