How to war against declared friend?

How do you go to war against a declared friend? Do you have to wait a certain number of turns, and if so, is there anything that shows how many turns the declared friend status lasts?

If you declare war against a city state they are suzerain of, will that trigger anything?

You can't. You must wait for the DOF to expire, no backstabbing. It's 30 turns on standard iirc, like other deals.

That is unless you already have nukes. Then you can nuke your declared friends as much as you want, they won't even blink. Take care not to catch any neutrals in the blast radius though, those won't let it pass so lightly.

Also suzerainty counts for nothing when you declare on a city state. It only makes the CS join its suzerain's wars, not vice versa (although even that feature is still laughably bugged so that you can immediately make peace with any CS regardless). No Civ V style Pledges to Protect here.
