How works Diplomatic Victory???

I build U.N. and call to elections, and there was equality of votes
Only there are 2 civilization, Persas and I (Frech)
When I create the game I activate this kind of Victory, how can I call to elections? or how to do Persas vote for me??? (It's gracious with me).

There will be no vote when only two civs are left. It would not make sense for the Persians to vote for you instead of themselves.
