[NFP] How would you buff India?

With the inevitable balance changes coming in future updates, do you think India deserves to have a shot at receiving a balance update? I like a lot of the concepts of India, but I think the execution is where the developers failed. It seems like India is supposed to have a huge population that it can use to push forward development of its cities, but the problem is that big cities aren't terribly potent in terms of science/culture/faith output necessary for certain victory types. With the stepwell, I think this could be changed to allowing one per city, but giving it a certain science or culture yield depending on the amount of pops in that city. Do you have any ideas? Do you think India is fine where it is?

The most important question, of course, is whether or not India is 'fun'. What do you think?
