I was wondering what everybody thinks of Huayna Capac. He has the agressive trait (at least before Warlords), but I find it very hard to entice him to go to war. This annoys me, because sometimes I really need AI Civs to do my dirty work, but he always refuses, no matter what offer him. That doesn't sound really agressive to me.

I must say he has his advantages: He is quite a reliable neighbour; at least he's never attacked me as far as I remember. Also I like his traits, they are quite nice to play with, but of course that is of no use when he's a rival.
 
At the start, before we get to be real friends I agree that he's generally closefisted and unwilling to give up anything or go to war, but once you get really friendly with him he will be more willing to go to war.

I have noticed to that he seems to be pretty loyal, if your good to him, he'll be good to you, unlike people like Qin, who have betrayed me despite incredible freindlyness, I had a little more than +10 with him and he still declared on me once, but unfortunatly for him, it was 3 turns before I launched, and so did no good.
 
It's really nice to know that different leaders have unique personalities. I haven't played as or with Huayna, but I noted he never declared war to me. He's loyal, not so annoying with religious matters and terribly tender when he's disappointed. "Nobody listens to me".

El Koeno, note that in Warlords, Huayna will be Industrious. That's very nice.
Now, I'm wondering: how can a terrace give you more culture?

I was wondering about that myself. Maybe the peasants surrounding Inca cities are won over to Inca culture because of their excellent agricultural practices, many of which are practiced even today. Well, anyway you put it, it seems to be quite a powerful UB.

I'd say industrious fits his current playstyle better than agressive BTW.
 
In my first few games playing CIV IV he kept showing up in my games, all friendly and clapping his hands and mooching stuff almost every other turn ... glowing when you tell him "yes" and looking like he's getting ready to cry when you tell him "no". :) I can't figure out what is so "aggressive" about him, but he's a fun character in the game. Certainly better than "Monty the Demon Possessed".
