Probably this. I once had a completed Hermitage that was showing as a metal carcass.so on your city screen it lists the wonder in the city? if so, might be a rendering problem. Try resetting the game, maybe clear the cache before you do.

Otherwise wonder effects will suffer massive nerfdown for balance reasons.Yeah, getting sniped right when you're about to finish a Wonder is bad enough; all those turns (especially in the critical early game) wasted. But getting so little in return afterwards (in terms of gold, production, etc.)? Honestly, that's made me just up and quit more than once. You just wasted all that time and effort and have practically nothing to show for it aside from getting that much behind in the game (Can anyone say "broken"?). That's one mechanic in dire need of tweaking.
