I can't download mods: Connecting -> warning

When I try to download mod in game - the message "Connecting" appears. After that it turns to "Warning (Mousover for more info)". When I mouse over it, nothing it displayed. I don't know why the game doesn't allows me to download mod.

Anyone has it?

Is there way to download mods not from the game menu?

Yes, there are some reports about this.
Rather a technical problem, but the solution is unknown.

If the mods are only on the hub, then there are no other options to download them :/.

I hope they'll fix it in next patch - without ability to play mods probably I would put civ5 on the shelf and return to play BTS with various mods.
