I can't give it away!

A city broke away from the hated Mongols. I captured it and am trying to give it to the allied Mauryans, who border it. I don't have the option to give it to them. The city is impossible for me to hold and would give the Mauryans access to the coast where I could easy set up trade with them.

Working as designed and quite rightly so. You cannot give away or sell a city if it is not 100% loyal to you. It stops you trying to make money off a city you cannot hold.. which is what you are trying to do.
