I discovered Liberalism - so where's my free tech?

I discovered Liberalism, it appears as "you discovered Liberalism" in the log - but I have no free tech! I'm at a loss to understand what went wrong. Could another civ have got it on the same turn?

I have a screen record of the turn, which I can attempt to share if it helps.

Another civilization discovered Liberalism before you; you must discover it first to receive the free technology.
When this happens, the game log will display a blue text notification that says "[Player] is the first to discover Liberalism!"
For discoveries happening on the same turn, the human player is first in the turn order and wins the tiebreaker
