I have noticed that all the other civs seem to be making great people every other turn, but the bar that say's when mine will be is giving it at... let me count those zeros... 10000000 turns.... is this normal?

Define "every other turn". If they're assigning specialists and you're not then yes, it's normal.

iirc this happens when you have already some GP-points, and then you un-assign all specialists
