I don't seem to have any coal appear!

I'm fairly new to Civ3 for the second time. Civ2 was my all time favorite. I'm going great guns here, but after discovering "steam" I don't get any coal appearing on my world map anywhere. I have large land masses and can see the other Civs. No coal. My workers don't get the RR icon so I can't build anything that requires access to coal. I've installed patch Civ3v129f and so far, haven't noticed any other problems. Any advice on this? I'm pretty sure I haven't overlooked it and I sure don't have the build icon.

If it still isnt working, you can always create it yourself Just add it in through the editor. Hope this helps a little.
