That's Bakuel. You can find a lot of his - absolutely brilliant - stuff on CFC. That's among the last things he made before he unfortunately left, so I'm not sure whether he posted those anywhere a separate download. He was never part of RI team, but we often worked closely on new unit ideas.

Bakuel does not need finding. Him leaving was not getting lost somewhere else - he just didn't want to make any more Civ 4 stuff.
