I need help. About DLL source for more than 22 civ

Introduce my self,

I'm one modder from South Korea.
The people call to me TWCG.

recently, I began modifed DLL.


but, Here is a bit of a problem.
If player are using two or more modes has DLL, Only a one DLL file turn on.

My mod has 37 civ.
My users want a 'more than 22 > civ' allowed mode.


So I need help.

I need to modify any files?

Are you saying

1) your mod has 37 civs on one map?
Or
2) your mod adds 37 new playable civs to the game?

My mod's playable Civilization EA = 37

they are want unlock 22 civ
